RESTON, Va., June 18, 2025 — The Board of Directors of Acclaim Technical Services (ATS) has named David Popelier as Chief Executive Officer (CEO). David has been with ATS since 2020, including serving as the head of the Mission Technology and Solutions business unit. Previously David was a co-founder of Four Winds, a successful Intelligence Community focused company acquired by LMI.
Board member Chuck Hicks said, “David has been critical to the organic and acquisitive growth of ATS over the past five years, providing great progress for the Company and excellent customer service for our Intelligence Community customers. He has also helped integrate five new companies into the ATS family while driving the wins and successful execution of new prime contracts and subcontracts in the technology and engineering services sphere. We are confident that this track record of growth and excellence will continue under his leadership as CEO.”
In response to being named CEO, David said, “I am honored and humbled to be given this opportunity to serve ATS as the CEO and I look forward to growing the business and enhancing the company’s value by doing what really matters – taking care of ATS’s employees and delivering on our clients’ mission needs.” Mr. Popelier is a 24-year veteran of the national security community, beginning at the State Department as a civil servant and then supporting the Intelligence Community in both Government staff and contractor roles.
